My tale of woe and tow has been picked up and posted over at DC BLOGS today!
I have written Arlington County inquiring their tow policy in the Shirlington Garage.
Will I hear back from them? I don't know. We shall see.

Hey - so sorry to hear about this, and it just makes more and more mad. Trying to park in a Signature Theatre spot, for which I have a permit, gets harder and harder. I have shooed people away from those spots anytime I catch someone trying to park there, but one woman walking away from her car, when I said "Those spots are for Theatre employees only", said to me "Yes, I know" and kept walking. So between assholes like that and arbitrary towing, what's the point of painting the spaces and designating any use restrictions in the first place?
